The project is a bit of a response to Trump’s first term in office, said Matthew Beckmann, who teaches political science at UC Irvine. “Donald Trump did not expect to win in 2016, and he entered office without clear plans for how to govern,” said Beckmann. “During Trump’s presidency, what emerged was less a coherent governing philosophy than ad hoc workarounds to exigent constitutional, legal, bureaucratic and political obstacles. Project 2025 seeks to replace past improvisations with prospective intentionality.”
