Santa Ana, Irvine test term limits and 'citizen politician' as an ideal

There’s an advantage to being experienced in governing, but there’s no “monopoly
of experience” once elected, said UC Irvine political science professor Mark Petracca.
Elected officials, he said, “even at the local level, tend to lose sight of the people
they’re representing.” There’s no magic term-limits number, but 12 years is “certainly
enough to get something done,” Petracca said.
