Politicians, journalists and other political observers regularly emphasize the need for bipartisanship in Congress. Yet the precise meaning of bipartisanship is usually left unclear, and we have only anecdotal evidence regarding its presumably positive effects. In this talk, Shipan identifies claims made about the effects of bipartisanship and systematically analyzes whether bipartisanship does indeed have a positive influence on public policy.
