The proposals by Bernard Grofman of the University of California, Irvine would confine
Scott’s 3rd District to Hampton Roads and would move Richmond and Petersburg into
Forbes’ 4th District, turning it into a second “minority opportunity” district. …
Lawyers for congressional Republicans call Grofman’s proposed redrawing of Forbes’
district an “egregious” idea that goes far beyond the scope of fixing the 3rd District,
and one that turns the 4th into an overwhelmingly Democratic district.
